We should bear in mind that a significant percentage of those classified as stateless can't acquire Estonian citizenship, even if they wanted to, because they can't manage the language. Predominantly, these are elderly people; also, the uneducated. Nor, do these people have a great need for Estonian citizenship.
Both the Russian and the Estonian governments provide financial assistance to Russians wishing to relocate to Russia. At last count, less than a hundred have applied.
The number of Russian parents (who can't speak Estonian) sending their children to Estonian schools shows where their hearts are. That's a matter for rejoicing.
