He us right. Things are changing. Russia is becoming more of a third world dictatorship by the day.

A good proxy for Russia's economic power can be seen in the price of oil -- essentially, it's only source of wealth.
A proxy for its military power is seen in its demographic profile. With a very low birth-rate, over many years, the number of males available for military service drops with each passing year. Russia has had difficulty replenishing the ranks of the military, for some years now, and the problem is only going to get worse.
The ranks of the youth could be thinned out more by an AIDS crisis which, in typical Russian fashion, has been kept from public view. This could explode at any time. Drugs from the southern regions and shared-needles among users are the main cause.
That said, Russia is still a dangerous threat. It's willing to sacrifice the well-being of the civilian population and the lives of conscripts for prestige and glory of the ruling elite.
