The City of Toronto Planning Division has received a revised application to amend the Official Plan and Zoning By-law for the property at 954-958 Broadview Ave and 72 Chester Hill Road (currently Estonian House and ESK Office). The proposal is for a building with a height of 16 storeys consisting of 223 residential units and one retail unit. There is also a four storey addition that extends to the west portion of the site. A portion of the most western edge of the site is proposed to be naturalized and conveyed to the Toronto Regional Conservation Authority.

The proposal also includes the retention, refurbishment and adaptive re-use of the heritage school which is designated under Part IV of the Ontario Heritage Act.

City Planning have accepted this application for review even though it doesn't adhere to the Broadview Avenue Planning Study because the provincial LPAT (formerly the OMB) excluded the Estonian House site from the BAPS in 2018. The decision planning staff will have to make is what is acceptable for this property given that it isn't covered by the BAPS.
