In response to your question, the Soviet Union designed an air scatterable mine called the PFM-1 , or Butterfly mine, that is designed to be brightly coloured with neon colours to detract soldiers from going into an area. They have the unintentional? side effect of resembling a plaything for children, especially in third world countries. Google PFM-1 for more info. Many child casualties are attributed to this mine.
