This sounds like a story from the ultra-paranoid Soviet period.
Russian version makes a little more sense than Estonian official version (that he was investigating smuggling). He was alone in the border area, border guards asked to stay away, border cameras switched off. Does that sound like a smuggling investigation ? To catch smugglers you just have to wait them to cross the border and then make an arrest. If he was an Estonia spy then he was an Estonian hero. But I do not like that Estonian leaders are treating their people like children who want to listen fairy tales suggesting that Russians grabbed an innocent bystander picking berries. Believe it if you want, I don't.
