"Increasing equity participation ... by non-Estonians can only help build a strong foundation for sustainability" ... of what, pray tell?
"Increasing equity participation in the community by new Estonian-Canadians, part-Estonians and even non-Estonians can only help build a strong foundation for sustainability".
"A new series of shares can encourage more to be active in the operations of the House as well as create an atmosphere of equality that levels shareholder input in the future direction of the corporation".
It might be helpful to expand on what 'levelling input' means in this context.
As regards "[creating] an atmosphere of equality", referring to the "Chairperson" or simply "Chair", as has long now been the inclusive societal norm, rather than "Chairman" in the "illustration", would be a better start.

It says that the shareholders, [of the Eesti Maja at 958 Broadview Ave., which was built as a central point to fight for Estonia's freedom and independence, and to support all Canadian Estonian youth activities!], should have the final say on how any proceeds from the sale of Eesti Maja would be used.
The “Tulge Külla” Steering Committee does not have the authority or ability to redevelop the Estonian House on Broadview. This is the accountability and responsibility of the Estonian House Board of Directors as elected by its shareholders.
The directors of Estonian House as placed/chosen/approved by the directors of the Estonian Credit Union, have no such authority, no matter what their mommies and daddies tell them.
"It is being suggested that shareholders of Estonian House Ltd, as major donors to the Madison Project, forego their equity and their future participation in the direction and management of the “Keskus” by surrendering monies from the sale of Broadview as a donation to a new corporation which will become a charity. Since charities are non-shareholder corporations, the donor focused strategy could make the liquidation of Estonian House Ltd inevitable."
A community where members give up their say (as shareholders) to a few is the hallmark of a community in decay.

From this, it sounds like "the Developers" are in charge and Estonians are only there to pick up the tab.
F.Y.I. Meiusi and Williams, we aren't stupid as you think we are! https://youtu.be/7GjnuEN9POw

I watched the video, totally reasonable approach by a neighborhood resident in 2017.
To summarize: we are not against development in general, we are against tall towers going up in violation of approved master plan for Broadview. We like Estonians as part of the neighborhood, sad to see them go, we are against anonymous tall towers that only benefit developers. I like the area, lived here for a long time, I have been hiking in the valley, seen some deer, etc.
I'm not sure why you keep bringing it up as a folly? Both previous developers decided to abandon the project, most likely seeing the opposition from the residents and the City. It is too bad it happened, but it did. It is too bad EH board went down this road twice, without realizing the risks. Madison project was a plan B to this abandonment. Tulge is a Plan B in case Revera decides to walk like previous developers did.

The real issue you're skirting is "A community where members give up their say (as shareholders) to a few is the hallmark of a community in decay." Shareholders were asked within a month of the announcement of the new project to give up to the Board their say about Estonian House.

On tegemist legitiimsuse kriisiga.
Can someone please provide the public with a date or some point of time reference as to when the community will find out whether Revera will go forward with the purchase of Broadview Avenue?
