The second comment is half-right, half-wrong. We're not damned if we do. We should all make an effort to improve our Estonian but it's not a hanging-offence if we don't.
1% of us are like Maxim -- we boast about being terrific Estonians, even though we can't speak the language very well and don't even try. There's the hanging-offence. It's in a sub-section proscribing crushing bores who can't leave us alone.

0There are thousands of us who are totally bilingual and can easily flip from Estonian to English and who are not bent out of shape to see one or another being used..

0Kiiks is a slang term for perversion. A "flasher" who likes to shock unsuspecting women in public has a "kiiks". Similarly. Maxim who comes here to shock us with provocations has a kiiks.
