There isn't any way that he could have introduced a motion supporting Estonia like the US House and Senate did becasue the Opposition would have voted FOR it. Nor could he have made a personal statment of support like that made by Borys Wrzesnewskyj at a recent meeting with the Russian deputy MFA.
Nor could he have asked a quesiton regarding the issue in Question Period. Everyone knows that Conservative minsters aren't allowed to question the government!
Finally, you make a very strong point in clarifying who is the opponent of Russia and who supports Estonia: neither of which is Peter Van Loan!

Van Loan has made several "personal" statements on his website regarding a wide range of issues.

As I said here once before, the overriding issue for the Reform/Alliance government in all of this has been the shipment of 2000 head of live cattle to Russia at the end of April -- the first export of live cattle from Canada since the mad cow scare.
Harper, MacKay, Van Loan et al. have not uttered a squeak about Estonia for fear that the Russians will cancel the shipment, or worse, make some fictitious claim that the goods were diseased (or contaminated with Polonium 210) on receipt. This is also why Harper will apparently limit the critical part of his G8 private conversation with Putin to empty expressions of platonic concern over the pace of "democratic reforms" in Russia.
Of course the cattle industry is important to Canada, but if Russia is the only place we can sell live cattle (at heavily subsidized prices, no doubt), why bother?
The Swedes spoke out, even though their cherished IKEA is in the midst of a massive expansion in the Russian marketplace.
Deep down, Harper is a cold, calculating coward and Van Loan does not have a principle that he would not gladly renounce for personal political advancement.
