0Before shooting from the hip without thinking, you might want to know why Estonian Life/Eesti Elu must carry a certain portion of their content of non-Esto, Canadian items. Community newspapers' qualify for lower mail rates through this requirement. Mail costs are sometimes so prohibitive, that smaller publishing operations simply cannot survive. Yes, be it "fluff" or a serious piece on tax legislation, Estonian Life must publish some of it.
