Peter Bush's statement that Rüütel was "Secretary General of Soviet Estonia" has to be corrected. Such a title didn't exist in the ESSR. In fact Rüütel has always reminded people that he was not the First Secretary of the Estonian Communist Party and therefore innocent of having anything to do with the KGB. In fact Rüütel was chairman of the Presidium of the Supreme Soviet of the ESSR - a quasi head of state. He was a Secretary of the Central Committee of the Estonian Communist Party (as were many others) and a member of its Politbureau.In 1984 he accused ESTO `84 of being an anti-Soviet initiative. Damn right it was and it was meant to be. But some years later in a news conference in New York, he totally denied he had done that.
