I don't think the Estonian Ambassador to the UN has a mandate to do anything for diaspora groups.
The devil is always in the details. The United Nation's ATT proposals, to date, have deficiencies. Yesterday, Canada's statement at the UN strived to direct attention to the deficiencies:
