This disappoints. Paul Goble is a bright and experienced gentleman, a good Russia hand. But to pose it this way - that Moscow can't decide - is a disservice. Moscow has no problem with which way to go on its lineage. When it works to the advantage of the Putin clan, she is the heir of the USSR, and when it works to the disadvantage of Russia's power eilte (and the nation as a whole), then she isn't. Not like Sybil of the multiple personalities (and even that was proven to be a scam), but cold and calculating Moscow, who is a master of deception, and a master of various guises and appearances.
