A banana republic is, essentially, a mafia state. No commercial transaction takes place without a political connection and pay-off -- a place like Russia without bananas. Estonia is a long way from that.
Upon re-independence, much effort was directed to eradicating corruption, as it was rightly viewed as a brake on economic development and, in comparison to other states that broke away from the USSR, Estonia has fared well.
To run a country involves the art of doing what's possible. Impotent observers and critics, on the sidelines, can focus on what's ideal.
