I am under the impression that it is Estonia's Russians who are the vast majority of HIV positive people and also drug users. Estonians are alcoholics, when they go to substance abuse. (Like Russians, too) Correct me if I am wrong. But seems to be a case where a nation is singled out for another ethnic nationality that also was forcibly imposed on the country.
