a Russian-speaking Estonian? Or did you actually mean a Russian resident in Estonia? A Russian who has ended up "somehow" in Estonia? Or someone who is language-learning challenged? Or for that matter historically or ethically challenged? Baby steps are better than no steps at all, and you have to start somewhere, but actually there is something somehow grimly amusing about the phenomenon you describe, as though we were fawningly admiring something that comes naturally in normal communities and wouldn't ordinarily be worth a comment. Apparently one must be thankful for small things when they come along, and who knows, miracles have been known to happen...
