Timothy Snyder's book, 'Bloodlands: Europe Between Hitler and Stalin', looks at the carnage wrought by the Nazi and Soviet regimes onto the Central European countries which had to endure 2 or 3 murderous occupations during World War II. Amongst the information that Snyder identified was, 'The Soviet system was most lethal when the Soviet Union was not at war.' (p.391)
