It must be emphasized, however, that before the Agreement can come into force, both Canada and Estonia must obtain respective legislative approval. This has not happened, but it is anticipated that the agreement will enter into force in 2006.
The Agreement applies to Canada’s Old Age Security program and the Canada Pension Plan and the comparable Estonian pension program which provides old age, disability and survivor benefits.
Social security legislation and agreements are by their nature complex and Estonia has had a complex history during its 87 years of existence. Only limited general information became available on Social Development Canada website immediately after the signing ceremony. In particular, there is nothing shown yet for “frequently asked questions’’ nor is there a a copy of the Agreement itself. Again, please note that the Agreement is not yet in force and still requires legislative approval by both Canada and Estonia.
