The 55-page coalition agreement drafted by IRL and the Reform Party in the past two weeks will probably not see any major changes after party councils review the document this weekend.

Already confirmed by both party chairmen, coalition partners used the Reform's action plan as a foundation for the document.

The coalition partners vow to provide free higher education, cut labor taxes, establish a parental pension system, eliminate the fringe benefit tax on job-related training, establish workman's compensation and a work-related injuries insurance system, support International Baccalaureate programs, monitor medicine prices so that costs do not exceed that of other EU countries, establish a children's mental health center in Tallinn, get rid of special and discount pensions, and repair a holocaust memorial.
