The average seasonally-adjusted unemployment rate in the 27 European Union member states was 7.4% in December 2008, while the unemployment level in Latvia, 10.4%, was already the second highest in the EU in December, according to the latest data from the EU statistical office Eurostat. The unemployment rate in Estonia was 9.2% and in Lithuania 8%.
