http://techland.time.com/2011/...) have reported on Estonia's unique Cyber Defense League, which is comprised of civilian computer specialists, scientists, and engineers who would work together with government agencies to protect their nation's infrastructure in the event of a cyber attack.
Estonia was the first country in the world to experience a comprehensive cyber attack in 2007. In the words of Time Magazine, "in the years since the cyber assault, Estonia has distinguished itself once again: now it is a model for how a country might defend itself in cyber war"
