Estonian Centre one step closer to obtaining 9 Madison

The City’s Government Management Committee will be meeting on April 3rd to review an extensive list of agenda items; including GM26.17 the transfer of 9 Madison Avenue. (See http://app.toronto.ca/tmmis/vi... ) General details regarding the proposed transfer are part of a Report For Action submitted to the Committee. (See https://www.toronto.ca/legdocs... ) Members of the Committee include: Paul Ainslie (Committee Chair and Councillor Ward 43, Scarborough East), Vincent Crisanti (Vice Chair and Councillor Ward 1, Etobicoke North), Josh Colle (Councillor, Ward 15 Eglinton-Lawrence), Janet Davis (Councillor, Ward 31 Beaches-East York), Neethan Shan (Councillor, Ward 42 -- Scarborough-Rouge River) and Lucy Troisi (Councillor, Ward 28 Toronto Centre-Rosedale). With the Committee’s recommendation, the transfer of 9 Madison will be considered for approval by City Council on April 24, 2018.

Interestingly, a review of more than 4 years of agendas and meeting minutes for Build Toronto, both at the committee level and board level, revealed little discussion specific to 9 Madison. From the time it was designated “surplus” by the City during the fourth quarter of 2011, there is no mention of 9 Madison until Build Toronto deems a proposal ready for “approval” and returns the property for consideration back to the City committee on April 12, 2017. None of the documents currently listed name the Proponent / Purchaser of 9 Madison Ave.

This transfer is a required step to eventually grant the yet to be formed entity representing the Estonian Centre. The opportunity to take formal ownership of 9 Madison is predicated on a successful due diligence process by the 4Orgs (Estonian House, Estonian Foundation of Canada, Tartu College and Estonian Credit Union) as well as Revera Living formalizing its conditional purchase of 954, 956, 958 Broadview and 72 Chester Hill.
