President Arnold Ruutel, at a meeting with Scandanavian church leaders, gave recognition to unifying effort in ecumenical co-operation in the Baltic States and islands and expressed interest in its future.

According to assistant deputy minister of the foreign ministry, Alar Streiman, Estonian wants to conclude four chapters in its accession negotiations with the European Union by the end of March. These are customs tarriffs, transport, free movement of people and jusatice/internal affairs.

Estonia requested an explanation from Russia about the attack on the Estonian consulate in St. Petersburg and the future security arrangements.

Parliament is initiating debate on legislation next week on financial spending with regards to the privitization of the Narva electrical generating stations.

The vice-chairman, of the "Mõõdukad" group in parliament, Eiki Nestor, initiated legislation with respect to patients and patients' rights and obligations.

Parliamentary debate in regards to Eurpean Union accession negotiations might be delayed, due to sessions of the Eurpean Convention at the same time at the end of March.

From today the police prefect in Ida-Viruma is former criminal division director of Tallinnn, Einar Suimets, and the police prefect in Põlva is the former prefect of Ida-Virumaa, Aleks Uibo.

Traffic legislation allows the conviction of the driver of illegaly parked cars. Therefore courts cannot automatically demand the collection fines from car owners in these cases.

Tallinn's circuit court decided in favour of the government communication office's suit against Tallinn's administrative court decision which suspended the status of the EMT company's workforce as being essential.

The Tallinn circuit court did not satisfy an appeal by Jaak Tuuksam and Runno Kristjuhan, with alleged mafia connections, who had been convicted by the Harjumaa courts and sentenced to a probationary two and half years for illegally owning and selling weapons.

Defence minister Sven Mikser left today for a two-day meeting with his Latvian and Lithuanian counterparts of the Baltic-America Joint Commitee in the USA.

Finnishforeign trade and European Union minister, Pekka Olavi visits EStonia today.

According to the daily "Postimees" , finance minister Liina Tõnisson has promised that the government, Estonian Energy and the energy market inspectorate will make decisions regarding decreasing the rise of electricity costs before April 1st.

According to the daily "Eesti Päevaleht", 200 people had bone fractures yesterday on slippery roads in Tallinn.

The daily, "Äripäev" notes that the supreme court's decision of last week, regarding the repeal of parking fines for leasing companies, would mean the reimbursement of millions of crowns worth of fines and payments for court distrainers for work that in the end was useless.
