The European Union’s ambitious plans to control climate change are often approached critically in the Member States. In mid-2007, EU ministers unveiled the Union’s ambitious “20-20-20” targets. Most of the EU countries were quite positive in agreeing with the plans. Present economic and financial difficulties made these goals problematic. Several Member States voiced their discontent. Problems are growing both in the EU headquarters and in the member states governments. These problems are familiar to the Baltic States as well.
