Emboldened by alcohol and steeped in despair, the characters in “Sügisball” lunge for love but would settle for understanding. There’s precious little of either, it seems, in Soviet-era Estonia, a setting that the Estonian writer and director, Veiko Õunpuu, exploits with a sophisticated eye and a cool intelligence.
