MOSCOW — NATO has expelled two Russian diplomats from its headquarters in Brussels over accusations of espionage, officials said Thursday, threatening a new rift between the two sides just as relations were beginning to improve.

… Mr. Rogozin contended that the NATO decision was in response to an espionage scandal in Estonia. A senior Estonian security official was convicted there on charges of spying for Russia.

“I am sure that today someone in the West is seriously upset by the developing relations between Russia and individual countries in Western Europe,” Mr. Rogozin said. “Someone wants the ‘reset’ in our relations with the United States and European countries to fail.”
