In 1976, the late Hon. Consul General Ilmar Heinsoo located a permanent home for representing the Republic of Estonia - the Estonian House in Toronto. With the death of the pre-war Estonian diplomat Johannes Markus, Heinsoo, until 1991, was the only representative of Estonia whose annexation by the Soviet Union had never been recognized de jure by the West.
Thus the Consulate General in Toronto (as it is designated by Canadian protocol) was of paramount importance in establishing a visible and physical presence in Canada. Eesti Maja was the home for a recognized legitimate diplomatic location as viewed by a democratic government and most foreign representatives to Canada.
