The following material reached me with the added comment: These two documents originating from a reliable source demonstrate how Russia is developing its democratization process. Without a question this matrerial should be forwarded to all normal, reliable mass media outlets. With this email I am forwarding as intermediary to you the original Russian texts of the documents along with an English translation.

On the key measures to stabilize the situation in the Republic of Ingushia

Dear Vladimir Vladimirovich!!!

One of the most acute problems in the South Federal District is the spread of separatist tendencies threatening the security and territorial integrity of the Russian Federation.

The most difficult situation has developed in the Rep. of Ingushia where, according to experts, the number of militants in illegal armed formations (including those from the Rep. of Chyechnya) exceeds 20 thousands.

At the same time, Ingushia experiences serious economic troubles. The living standard is low, 88.7 per cent of the population have the income below the subsistence level.

In the last ten years, as a result of hostile actions of Ingush bandits, the Russian-speaking population decreased in number nearly tenfold, hardly exceeding 14 thousands by now.

The leadership of the republic is extremely inefficient in managing the economy.

As a result, the republic cannot form its budget without assistance because of its weak tax base that makes up 200 million roubles per year on the average. By the most part (approx. 85%), the republic obtains its funds from the federal budget and non-budgetary funds (approx. 1.1 billion roubles).

The situation in the Rep. of Ingushia is furthermore aggravated by the great indebtedness to the federal budget resulting from budget loans issued by the Government of the Russian Federation during the period of the Ingush Economic Preference Zone.

The Rep. of Ingushia thus lacks the necessary administrative and financial resources, which has already triggered many negative processes.

The militants are actively using the territory of the Rep. of Ingushia for concentration and penetration into Chechnya, as well as for recreation and medical treatment.

The continuing presence of Chechen militaries in the territory of the republic tends to aggravate the situation and is pregnant with unpredictable consequences.

To stabilize the situation, active counter-terrorist operations must be started in the most part of inhabited localities of the Rep. of Ingushia, dominated by the anti-Russian minded Moslem population, while favorable conditions must be created for the mass returning of the Cossack population to the Ordzhonikidzevskaya, Niyesterovskaya, Troitskaya and Voznesenovskaya villages and to the town of Karabulak.

However, it is impossible to carry out these measures under the present leadership of the Rep. of Ingushia whose anti-Russian orientation is known to you.

To create favorable conditions for the liquidation of separatism in the Rep. of Ingushia we have picked up [!] the candidate for participation in the elections to the post of the head of administration of the Rep. of Ingushia to be held in the spring 2002, Zyazikov M.M., who is serving now as the Assistant Chief of the FSB Astrakhan Oblast Department. Zyazikov M.M. is an officer who has participated in military actions, he took active part in the liquidation of Chechen bandits, he has Government awards. Having grown up separately from the Ingushes, he has escaped being infected by the spirit of nationalism, he is patriotically minded and he comprehends the need to give up the claims for the Suburban Region of the Rep. of North Ossetia-Alania and to restore the Chechen-Ingush Republic.

For the process of stabilization of the situation in the Rep. of Ingushia to take a deliberate and organised character, the following measures are proposed:

1. Effective support must be rendered to Zyazikov M.M. during the elections of the head of administration of the Rep. of Ingushia in 2002.

2. To promote the transformation of administrative structures of the Chechen Republic and the Rep. of Ingushia, a commission must be established to develop a draft law on restoration of the illegally discontinued Chechen-Ingush Republic.

3. It must be recommended to the Government of the Russian Federation that itshould develop and coordinate, in the shortest terms, a program for return of displaced persons to the Chechen Republic.

4. The Operative Headquarters coordinating the counter-terrorist operation in the Chechen Republic must be charged with the task to submit proposals for expanding the area of the counter terrorist operation to the territory of the Republic Ingushia in 2002-2003. [!!]

Fulfilment of these steps would allow to effectively and swiftly achieve the objectives aimed at stabilizing the situation in the Republic of Ingushia, and to create favourable conditions for the successful completion of the counter-terrorist operation in 2003.

[This document is dated 7 September 2001. The course of the provincial presidential elections in Ingushia has made it evident that the supporters of Zyazikov in Moscow spare no efforts to carry out the plan set forth in this document. However, the first round was won by Amirchanov whose supporter is former president Ruslan Aushev.

Before the second round, the FSB has strengthened its repressions against organisations and people who support Amirchanov. To assist Zyazikov, about two thousands Russian soldiers were brought from Chechenia to participate in the elections.]

DOCUMENT 2

In the top right corner, the document has the stamp “Fourth Department, FSB of the Russian Federation” with the inscription “TOP SECRET” and the heading: “To the supreme staff of the FSB of RI” (i.e., the Republics of Ingush)

INSTRUCTION

1. The supreme staff shall achieve by all measures available that the office be taken by Major General of FSB Zyazikov M.M. [!]

2. An opportunity shall be provided, in case the operation turns out to be unrealisable at some stage, for special operations to eliminate other candidates. [!!]

3. A strategy shall be developed for joint actions to be taken by the RI Department of FSB, the Office of Public Prosecutor of RI and the Ministry of Internal Affairs of RI.

4. The Special Element of the 4th Department of the Moscow FSB shall be temporarily subodinated to the RI Department of FSB.

5. After the elections, an analysis shall be submitted concerning the prospects of unification of two subjects of the Russian Federation. [That is, the unification of Ingushia and Chechenia.]
