That's not what he said in this article found here:

http://www.eesti.ca/main.php?o...

"Van Loan explained that the Estonian Central Council in Canada had asked the Harper government to lay low on the matter. Speaking with Avo Kittask, ECC president, the following Tuesday, he told me that the ECC was “not a dictatorship,” so a member could have said anything unofficially. Downplaying EU and Canadian foot-dragging, Kittask further explained that Estonia is now “grownup” and, as such, its fellow EU members, and presumably Canada, expect it to be able to handle its agitators on its own. He said Estonia is “the least important thing” for the Canadian government. “There is no such thing as a Baltic person in the (Canadian) government.” He said it was the job of Estonians to bring the world’s attention to its difficulties with Russia. Anything tha keeps issue of Estonia, Latvia and Lithuania, their precariious geo-political position, Moscow's practically daily threats and what stance should Canada take on this is a welcome initiative. Doesn't matter weteher its the Grits, Tories or NDPrs that do the discussing. As long as it finds interest among some politicians. There was no "silence" during last year's Bronze soldier affair. It keeps being brought up probably by an opposition party acolyte, and van Loan hater.

I'll endorse anyone who takes a proactive position in encouraging dialogue on this issue. We need to build a relationship between Canada and The Baltics and this seems to be a good step in the right direction. It would be great to see more of this type of dialogue in the future.

Do we really need to see a repeat of the silence that occured during the Bronze Soldier crisis to understand this? Active engagement to build awarenss among our politicians is our best line of defence!
